I picked up my lamp with new electricals from the hardware store where this curiosity was being examined.  No one can figure out what it is.  Rick found it outside the building in the park.  I looked up Umpqua.  It means "along the river" and refers to a native American tribe in Oregon.  This was a promotional piece from a bank with the same name.  If you have any ideas, please let me know!  I'll think of a suitable reward.  

PS Thanks to Brian’s link below I was able to do further research. This is a tool used in fly fishing to clean fishing hooks and tie knots on lines. The Orvis store is right around the corner from the hardware store where they probably sell these. I can’t wait to give the Rick, Jack, and Jim the “big reveal.” :)
