Pictish?

This is the new grille that protects the entrance to Jonathan's Cave at East Wemyss, Fife.  The cave contains a number of pictish and mediæval carvings and one of them is depicted on this grille.

The official description of this carving is "a boat with high prow and stern, rudder and five oars".
There also appears to be a figure in the boat, but if there are 5 oars, shouldn't there be more figures?
