Potential death trap

We bought a treadmill ( secondhand ). It took 4 of us to get it upstairs and when I out it together I found it didn’t work!

Seems some idiot had broken the power input and tried to fix it with a strip of parcel tape.

Obviously I can fix it but what sort of fool would think that is an acceptable repair.
